When preparing a new release

1. Run tests

2. Update man/oddmu-releases.7.txt
   - add missing items
   - change "(unreleased)"

3. make docs

4. Make sure all files are checked in

5. Tag the release and push the tag to all remotes

6. cd man && make upload
